Buying a used two-wheeler involves more paperwork than most buyers realise. Skip any step and you could end up with a vehicle you can't legally ride.
Step 1: Verify Hypothecation
Check the RC (Registration Certificate) for hypothecation endorsement. If the previous owner had a loan, the financer's name appears on the RC. Get a No Objection Certificate (NOC) + Form 35 (hypothecation termination) from their lender before buying.
Step 2: Check for Challan/Dues
Use Parivahan portal (parivahan.gov.in) to check outstanding challans and insurance status. Unpaid challans transfer with ownership.
Step 3: Ownership Transfer (Form 29 & 30)
Seller signs Form 29 (Notice of Transfer) and Form 30 (Report of Transfer). Submit to RTO within 30 days. Fee: ₹300–₹600.
Step 4: New Insurance
Transfer existing insurance or buy fresh policy. Riding without valid insurance: ₹2,000 fine for first offence, ₹4,000 for repeat.
Step 5: If Taking a Loan
New lender will add hypothecation to new RC — this requires a fresh RC card from RTO (Smart Card fee: ₹200). Timeline: 30–45 days.
